You have additional gear stashed away, more than you can carry around at any one time. Choose a piece of Gear you have purchased with Equipment, Transportation or Structures. You essentially have an Alternate FX for that piece of gear. It may allow you to swap out your normal assault rifle for a sniper rifle, for instance, or your normal battlesuit for a stealth model. You must go to your base, home, cache, or wherever else you keep your Gear in order to trade out a piece of Gear with this feat.
